Hudson river anchorage plan battles looming as more than 10,000 comments are submitted

Coast Guard spokeswoman Chief Petty Officer Allyson Conroy on Friday disagreed with the Pace University assessment and said the comment period was the first stage of a longer review process that will include public meetings if the proposal moves forward.

The four proposed anchorage sites impacting Ulster County and Dutchess County would be the Kingston Flats South Anchorage Ground for up to three vessels immediately across the river from Kingston Point Beach; the Port Ewen Anchorage Ground which would allow one vessel near two Esopus parks; the Big Rock Point Anchorage Ground south of Port Ewen which could handle four vessels near Esopus Meadows; and the Milton Anchorage Ground which could be used by two vessels.

Conroy said Coast Guard officials are not willing to render a guess for how long the review process will take before a decision is made whether to accept the proposal, modify the request or turn down the application.

Environmental concerns from state officials include whether the industry is able to demonstrate they can comply with anchorage boundaries or avoid interfering with river-dependent animals.

“The Kingston Flats South, Port Ewen, and Big Rock Point anchorages are most likely to impact wintering shortnose sturgeon” state officials wrote.

Coast Guards officials were also asked to examine an existing anchorage site near Hyde Park because there appears to have been “negative impacts on spawning Atlantic sturgeon” and suggest a new anchorage site be found.

“A six river-mile reach around this anchorage contains the densest spawning aggregation of Atlantic sturgeon in the Hudson River, and the Hudson River stock is thought to be the largest Atlantic sturgeon population of any river on the Atlantic coast,” state officials wrote.
